PARKING VIOLATION NOTICE

Non-payment of the fines listed on the front of this notice may result in the following legal

action (s): Suspension of the registered owner's driver's license, a complaint filed in

Circuit Court, towing and impounding of the vehicle and/or the account turned over to

a collection agency.

The front of this notice indicates whether it is a first or second notice. The following action

applies accordingly:

First Notice: Notice of Overdue Parking Tickets

You may contest this ticket(s) In writing by mail, on our website at www.city.urbana.il.us or by attending the

next hearing at the City of Urbana Legal Division, Hearings are held the 1st and 3rd Thursday of each month

at 4:00 PM in the City Building. 400 S. Vine Street, Urbana. Failure to pay the fine or appear at the next hearing

will result in a final determination of liability. The fine amount may increase if not paid within 10 days. If you are

determined liable you may file a petition on limited grounds. Upon exhaustion of administrative or judicial review,

this liability shall constitute a debt due and owing the City. Failure to pay this debt may result in suspension of

your driver's license.

Second Notice: Notice of Final Determination of Parking Violation Liability

The unpaid fine(s) indicated is due and owing the City of Urbana. Failure to pay the fine(s) within 10 days

may result in judicial action or the suspension of your driver's license pursuant to Illinois State Statutes,

Section 6-306.5.

THIS is the beginning document of a new court challenge established to disassemble the current "you can't fight city hall" with a more critical challenge to city hall which clearly and deliberately says: WE THE PEOPLE, are in charge, not you.

RE: The disease and disgrace of your failures, the spread of your threats, and the actions of your intent to participate in organized crime.

I DO say to you, PROVE YOUR RIGHT, to do this to me. I want to see the laws, the legal argument justifying the threats made, & your support in words, that balance democracy with what is simply extortion and the assumption and disgrace of power.

The very first component of democracy is: "the power, belongs to the people". Therefore any assumption on your part to justify the following threats as a participation by the people, MUST BE verified by their vote. That WOULD include every county that you send "this discharge of diarrhea too"/ every city, and so on.

For being 5 minutes late, (5cents short) in returning to my vehicle, you say: "I AM a god to you/ I will blitzkrieg through your life/ I will assault & assail your work/ I will rape & pillage as I please: and if I don't like it, you will use the government for whatever suits the bile in your disgraceful purpose, and the arrogance of your pitiful life."

Pay attention and understand your threats to me: you demand a 2,000 per cent penalty on actual money involved. The day before due to unforeseen circumstances I left over $2.00 in the parking meter, for which I GET NOTHING. You list a partial payment by asterisk, BUT give NO statement of the $5.00 sent to you/ therefore you are a thief/ working amidst thieves/ a liar/ or a tyrant having increased the penalty by another 1000 percent: in just 2 days. Ticket number c71881. Either way this is unjustified.

You say, for the price of a nickel/ YOU have a legal right to do the following: you can invade and alter my lifestyle/ confiscate my work/ disturb & complicate my social experience/ and attack my freedom to choose for myself, & my liberty to choose what I will do with my life and how that shall be done: FOR A NICKEL. BASTARD and WHORE does not sufficiently explain the despotism of your actions; this is a rebellion against the people and an anarchy to the nation, by a group of tyrants who claim to be what they are NOT. You are attacking the foundation of the nation, which is an honorable equality, and a true right to be secure in the knowledge; NO ONE may play king or queen or tyrant to me. You are a DISGRACE.

This second attack , is against my driver's license and is nothing less that the proof, that you as terrorists, have taken over control of city government & moved to burn & pillage, in the shadows of the city anything you like. Terrorists, because of the damage you do to the framework and structure of democracy/ burned and pillaged, because you take the soul of democracy (an understanding of helping each other/ not attacking each other) and ridicule the nation and the people here/ the shadows because you are hiding behind the treason of words cultivated and bought from the bastard's & whore's of political process who sell the nation to its death on a daily basis "the greedy politician/ the corrupt judge": the current weapon of assault Illinois state statutes section 6-306.5

The third attack states: HAVING DISGRACED DEMOCRACY, & intending to destroy the fabric of fundamental respect for and between all citizens and all authority/ the intent is to further fatigue and invade the sanctity of life and the guaranteed rights of the citizens of the United States by a complete disregard of the 4 amendment to the constitution of the United States. Clear review asserts this desecration amounts to and within the words of the 4^th amendment are: "The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches & seizures, SHALL NOT be violated....."

YOU ARE THEREBY CRIMINALS, TRESPASSING UPON THE SACRED GROUND "of blood and bones and tears and the people who demanded better for their lives and their future and ours". You are no government/ merely the refuse from a drain clogged with the mildew of a destructive and dangerous mind/ "a shameful expression of nazi contempt".

The fourth attack claims: WE WILL FORCE YOU/ we will ruin your standing in society/ we will call you "a disgrace to your community"/ we will ruin your credit, and your hope for credit and by words extend disrespect into your life. This is a "gestapo style" pursuit, built upon the treason of words cultivated by the confiscation of my liberty: for a nickel / NOT for any purpose or guaranteed right of democracy/ not for any crime against society/ not for anything but power. Like all worthless excretions before you/ power is used to translate "your COMMAND" into a cruel and unusual punishment upon the others, merely for the excuse "they must obey".

I AM TIRED OF YOUR GAMES/ your THREATS/ YOUR FAILURES/ and the SHAME YOU BRING TO EVERY LIFE HERE. Therefore bring me to court!

I will not attend your disguise & trap, as applied by the hearing you pretend & suggest is fair: can I claim it was not my truck/ I do not. BUT I DO contend and am prepared to fight, to inform you clearly: YOU HAVE NO RIGHT, "to play mafia with me". Therefore stop it against all citizens/ or prove you are not criminal by intent, purpose, and procedure. Prove you are not a terrorist attacking the foundation of democracy, "its peace and security completed and sustained by FAIR PLAY. Prove that neither slaver or involuntary servitude are not the masked purposes of your ways. It is true money is just a toy, used to disguise the true intent: "I OWN SLAVES", or I am a slave. The failure of equality and equity, removes the rights of liberty, "to decide what money means to you"/ thereby it is extortion, when reality cannot be justified and accepted by the people. There is NOTHING equitable or equal about a bunch of vermin attacking society in a "mock re-enactment of king george and his tea tax".

This is NOT about a municipal authority/ THIS IS about constitutional RIGHTS, LIBERTY, and the guarantees of the 4^th and 13^th amendments. Therein no municipality has any authority whatsoever. This is about the guarantees between a nation and its citizen..

Re: Parking Ticket License Plate #73750C-B

Dear Mr. Osterbur:

I received your letter concerning payment of parking ticket #C71881 issued to the

above referenced license plate. First, I want to assure you that it is not our

intention to threaten you. Our letters and reminders are only intended to

summarize what the law requires and to solicit your cooperation.

We did receive your $5.00 payment for the ticket on April 18, 2005. However,

your payment was not in the correct amount. The initial fine for the ticket is

$10.00 not $5.00. Your $5.00 payment was entered as a partial payment and

because the ticket was not paid in full within the 72 hour requirement, a $5.00

late fine was automatically added.

I realize that your intent was to pay the ticket in full and when this situation

happens, our policy is to forgive the late fine and accept the amount due to equal

the original fine. The amount to equal the original fine is $5.00. Please forward

$5.00 so that I can mark the ticket paid in full and clear your account.

RE: the dispute developed from a parking ticket, and the as yet unresolved issues of whether you have a legitimate constitutional right to threaten me, as you have done.

There is no intent to wait and let your penalty system describe who knows what "perhaps I will soon owe you a house as well/ seeing as a nickel short entitles you to my vehicle/ my right to work as I am a contractor and the ability to go to the work is necessary/ or perhaps just shitting on my credit and other realities of mine possessions and "guaranteed rights" is enough for you: who knows?

It is now 10 days since sending you a letter suggesting I am threatened beyond your legitimate right to do so.

It is now time for you to decide: if you are going to take me to court, (in a timely and responsible fashion)/ if you are going to change this behavior, and be fair/ or if you desire to have me take you to court. It is your choice.
